Time poses new tasks before the state and law-makers in normative legal regulation of education. First of all, it pertains to establishment of a single educational space; improvement of the system of the on-going education and increasing its quality; formation of optimal network of higher educational establishments in the country; introduction of a multi-level system of higher education and new state standards, as well as reforming of budgetary relations.
The Chairman of the Verkhovna Rada of Ukraine Volodymyr Rybak stressed this, communicating with journalists during the Knowledge Day in Donbas National Academy of Civil Engineering and Architecture.
“We wish to build the country of knowing people. It will be impossible to ensure qualitative Ukraine’s breakthrough into the future, without highly educated generation,” he said.
Volodymyr Rybak emphasized that the problem of a high school and establishment of universities and academies of a new formation in Ukraine are among the top priorities of the Verkhovna Rada, as the highest legislative body of our state. Thereat, he drew attention to the fact that all convocations of the Parliament tried to reach efficient normative legal regulation of social relations in the sphere of education.
The Chairman of the Parliament expressed hope that “the whole deputative body, having returned from holidays and realizing its commitment to voters, will demonstrate a team work, including for the good of the future of the national system of higher and secondary education”.
Volodymyr Rybak noted that during the period of the third session of the Verkhovna Rada, parliament members should form a well-structured and a well-ordered legislative system that would ensure consistent and systemic regulation of relations in this sphere, as well as clear functioning of legislative mechanisms for implementation of rights of Ukrainian citizens to education. This, first of all, pertains to elaboration of a new version of the Laws of Ukraine “On Education”, “On Professional and Technical Education” and “On Higher Education”. “Issues legislatively regulating financing of educational sphere and labour remuneration of academic and teaching staff require special attention,” stressed the chairman of the Verkhovna Rada of Ukraine.
